Abstract

The introduction of the compulsory health insurance (CHI) system in Uzbekistan is aimed at modernizing healthcare, which continues to experience difficulties with budget financing, moving from the Soviet model to a more efficient and decentralized system. The main goals of the reform are to improve access to medical services, ensure the sustainability of the healthcare system and equitable distribution of funds. The CHI project is being implemented taking into account international experience and includes regional pilot initiatives. Such problems as limited integration between levels of health care and lack of finance suggest a phased introduction of CHI, the development of public and private partnerships, as well as the expansion of medical infrastructure and improvement of personnel training.
