HISTORY OF IMPLEMENTATION OF MEASURES TO ELIMINATE CHILDREN'S NEGLIGENCE IN UZBEKISTAN (ON THE BASIS OF ARCHIVE MATERIALS)

Abstract

 This article provides information on child neglect in the territory of the USSR in the 20-30s of the last century and the process of their patronage in order to reduce the number of neglected children and eliminate the negative consequences they may cause for society. The reasons for the increase in child neglect are cited. In patronage, the state of the sphere of influence of the measures taken by the state in the 20-30s of the XX century is studied, and the existing problems are analyzed.

The work done by People’s Commissariat (PC) of Education Committee of the USSR in the field of child care during this period and their responsibilities, as well as the mistakes and shortcomings made by them are analyzed on the basis of archival data. It provides information on the decisions and proposals adopted by the Central Executive Committee (CEC) of the USSR and the Council of People's Commissars (CPC) to eliminate child neglect, as well as their implementation and impact.

The activities of government agencies to reduce and eliminate the number of neglected children and their work on this issue are analyzed on the basis of available archival data. There is information on the activities of various types of measures developed and implemented in order to eliminate child neglect, including children's labour colonies, children's workshops, operas.

Statistical data on the existing children's institutions in the country in 1920-1930 and their condition and their impact on the number of neglected children were analyzed. Archival information on the status of neglected children in the country, such as age, sex, nationality, social origin, is provided.

The data on the work done by People’s Commissariat of Health Ministry of the USSR in the field of child care, their practical work to support children under 4 years of age are analyzed and appropriate conclusions are drawn. The legal bases of patronage, the privileges granted to them, shortcomings and problems in their use are studied.
