GOVERNANCE IN TURKESTAN: CONFLICTS AND SOLUTIONS

This article describes the establishment of Soviet pover the October 1917, the Red Guards movement without any normative legal acts, the Bolsheviks` disregard of the local people, the rights and interests of the indigenous people in the rule of law, the way of life and traditions of the Muslim populations is not taken into account, as well as the fact that these legal agts have been subordinated to the Center.
