Мақолада Ўзбекиcтон ва Қозоғистон Республикалари ўртасида ўзаро ҳамкорликнинг ҳуқуқий асосларининг яратилиши ёртилган. Муаллиф архив маълумотларга таяниб, мавжуд илмий адабиётлар асосида муаммони таҳлил қилган. Бундан ташқари мақолада тадқиқодчи ҳукуматимиз томонидан Ўзбекистон ва Қозоғистон республикалари ўртасидаги ҳамкорлик соҳасига берилаётган эътиборлар ҳақида ҳам маълумотларни келтириб ўтган.
Мустақиллик йилларида икки мамалакат ўртасидаги ҳамкорлик тубдан ислоҳ қилиш давр талабига айланди. Соҳа ҳуқуқий базасига таяниб, тизимда ислоҳотлар амалга оширилди ва натижада ҳамкорлик тизими бутунлай янги андозалар асосида шакллантирилди.
