SPECIFIC CHARACTERISTICS AND SIGNS OF ANTI-COMPETITIVE BEHAVIOR IN TENDER AUCTIONS

This article discusses measures for organizing fair and transparent tender processes, the emergence of anti-competitive behavior in tender auctions, and mechanisms for identifying such actions. It also addresses the effective detection of violations in tender processes. Furthermore, the article analyzes both foreign and national electronic systems related to tender auctions and, based on this analysis, develops national mechanisms. This includes a comprehensive legal analysis of the experiences of foreign countries regarding tender legislation and practices.
