Abstract

This study presents an analysis of the current issues in the penitentiary policy of Uzbekistan in the context of the modernization of society and the state. The paper focuses on new aspects of the goals of criminal punishment, execution issues, and reform directions in this area. It addresses the challenges of overcoming the legacy of the colonial system and prison psychology, as well as progressive trends in international experience in developing state penitentiary policy. The author provides their own conclusions, based on scientific research, along with scientifically substantiated recommendations and proposals from social, political, and legal perspectives. This study aims not only to describe the current state of the penal system but also to propose practical steps for its improvement in line with modern requirements.

Колонийская система – система организации учреждений по исполнению наказания в виде лишения свободы, сформировавшаяся в странах постсоветского пространства (пережиток времен Гулага) состоящая в организации нескольких типов и видов мест лишения свободы в виде колоний. Они отличаются от тюрем, тем, что осужденные содержатся в относительно больших помещениях казарменного типа (в одном помещении иногда до 250-300 осужденных), при этом они могут достаточно свободно общаться между собой. (The colony system is a system of organizing institutions for the execution of punishment in the form of imprisonment, formed in the countries of the post-Soviet space (a relic of the Gulag times) consisting of the organization of several types and types of places of deprivation of liberty in the form of colonies.
