THEORETICAL AND METHODOLOGICAL ASPECTS OF THE RESEARCH OF THE EVOLUTION OF PUBLIC RECEPTION OFFICES IN THE NEW UZBEKISTAN

This article analyzes the evolution of citizen reception centers in New Uzbekistan and the theoretical and methodological foundations of the system for handling citizen appeals. The study illuminates the historical roots and current trends in the development of this institution, drawing on the legacy of Eastern thinkers and Western sociological theories. Citizen reception centers are scientifically substantiated as an important social institution that facilitates dialogue between the state and society. The teachings and approaches of such Eastern thinkers as Abu Nasr al-Farabi, Abu Rayhan, Abu Ali ibn Sina, Yusuf Khos Hajib, Nizam al-Mulk, and Amir Temur are described. Furthermore, the article analyzes the theories of Western scholars such as Max Weber, Thomas Parsons, Joseph Habermas, David North, Frederick Fukuyama, and Robert Putnam on handling citizen appeals.
