HARMONY OF HUMAN POTENTIAL AND SUSTAINABLE DEVELOPMENT

The article analyzes the relationship between human potential and sustainable development through sociological and institutional approaches. It examines the role of human capital, the capability approach, education quality, employment, entrepreneurship, social capital, and territorial equality in public policy. The study argues that the state cannot meet the full range of social needs on its own; therefore, coordinated participation by families, mahallas, educational institutions, employers, non-governmental organizations, and civic initiatives is required. For a comprehensive assessment of human potential, the article proposes a “resources – process – outcomes – impact” model and a system of interconnected social indicators.
