INSTITUTIONAL AND SOCIAL MECHANISMS FOR ORGANIZING PROACTIVE SOCIAL WORK IN “INSON” SOCIAL SERVICE CENTERS

This article examines the institutional and social mechanisms for organizing proactive social work in “Inson” social service centers. It explores the transition from a reactive model of social support to a proactive approach based on the early identification of social needs, risk-group segmentation, case management, and targeted social services. Particular attention is paid to the role of the Integrated Social Protection Information System in interagency data exchange and the automated identification of social risks. The study also considers the fieldwork of social workers at the mahalla level, comprehensive family assessment, the development of individual social rehabilitation plans, and mechanisms for monitoring and evaluating the effectiveness of social services. Special attention is given to proactive service delivery for persons with disabilities, older people, children, and families experiencing difficult social circumstances. The findings demonstrate that a proactive and digitalized model can improve the timeliness, targeting, and effectiveness of social services, prevent social risks, reduce social vulnerability, and strengthen families’ capacity for self-sufficiency.
