This article examines the social and institutional mechanisms of human potential development in New Uzbekistan. It identifies conditions under which knowledge, skills and health can be translated into substantive opportunities and social outcomes. The analysis compares human capital theory, the human development concept and the capability approach. Scholarly publications, speeches and international reports inform the discussion of education, employment, social protection, digital services and civic participation. A conceptual model distinguishes the formation, realization and renewal of human potential. Proposed assessment criteria address territorial disparities, lifelong learning and feedback between society and the state, providing a framework for subsequent empirical investigation.
