MODERNIZATION OF THE INSTITUTIONAL SYSTEM FOR MANAGING LABOR MIGRATION PROCESSES

Abstract

The article presents methodological recommendations and practical suggestions for organizing the modernization of the institutional system of organizations directly or indirectly responsible for optimizing migration processes on the basis of the "action strategy" for 2017-2021.The optimal organization and management of the migration process, which is a prerequisite for human social mobility, by the state requires certain objective conditions, a system of subjective factors and their integration.

The effectiveness of the phenomenon of migration in the implementation of the "Strategy of Action" is based on the improvement of scientific theories, mathematical models and plans for the implementation of migration phenomena, theories and methodologies. The tasks outlined in the “Action Strategy” for 2017–2021 in Uzbekistan are the basis for creating a “road map”, organizations responsible for internal and external migration policies in the country, and opportunities to ensure its effectiveness.

The implementation of the tasks set forth in the “Strategy of Action” depends on the priority role of the human factor in social, economic, political, cultural processes and, in particular, on the level of development of human social mobility.
