In this article, we will give some information about the beginning of a deep political crisis in the Khiva Khanate from the middle of the XVIII century and its causes. In addition, as the reign of representatives of the Kungrad tribe had begun by 1770 year, some information regarding one of their remarkable leaders, Mukhammadamin inak (1770-1790 years) was also provided. In particular, triumphing over the mangites of the Aral Sea (1787 year), who were trying to restore their rule in the Khiva Khanate with the aim of stabilizing the internal policy, Mukhammadamin inak defeated their troops. Carrying out administrative reforms in the administration of the country, since the end of the XVIII century, during the reign of Muhammadi inak and his son Avaz inak organized a senate consisting of the following positions and titles with some changes in their duties. Particularly, kushbegi was responsible for administrative business, mekhtar – for the financial cases, atalyk – the head of soldiers.
