FORMATION AND ACTIVITIES OF THE SCHOOLS OF THE COMMUNIST PARTY OF THE UZBEK SSR IN THE 20–30S OF THE XX TH CENTURY

This article, based on sources and literature, analyzes the personnel policy pursued in the country in the early years of the formation of the Uzbek SSR, its essence, the role of the nomenklatura in the management of state power, party educational institutions.
Of particular importance during this period were the normative bases adopted in the conduct of personnel policy, speeches by party leaders, and practical instructions on methods for implementing the processes of selection and placement of personnel. In particular, the Soviet party schools served as an educational and scientific base that trained propaganda workers in the regions and constantly oriented them towards the policy of the Soviet state.
Also, special state bodies have been created that implement personnel policy and control it. These bodies performed such tasks as appointment to managerial, administrative, top military and law enforcement positions, as well as senior positions in institutions of science, education, health and culture, selection, placement of personnel, certification and training.
The purpose of the created party educational institutions was to train party and Soviet workers who, with the help of communist doctrine, could understand the issues of current life and manage practical Soviet affairs in the areas of social and state life.
