Рўйхатга олиш дастурига киритилган Россия империясининг хукмрон доира вакиллари бошчилигидаги мазкур йилги тадбирнинг мақсад ва вазифалари илмий жиҳатдан ўрганилган. Бундан ташқари, Самарқанд, Сирдарё ва Фарғона вилоятларида истиқомат қилувчи маҳаллий аҳолининг умумий сони бўйича статистик маълумотлар тарихий нуқтаи-назардан талил қилинган.
