Мақолада Туркистонда шўролар ҳокимияти ўрнатилиши пайтидан қайта қуриш давригача мавжуд бўлган илмий қарашлар ва ёндашувларнинг ривожланиши таҳлил қилинган. Муаллиф миллий масалага нисбатан ҳукмрон доиралар ёндашувларининг ўзгариши билан миллий сиёсатнинг ёритилишидаги ўзгаришларни ҳам кўрсатади. Яъни, ўтган асрнинг 20-йилларидаги миллий муносабатларга оид муаммоларни очиқ кўрсатилишидан 30-йилларнинг иккинчи ярмидан 80-йилларнинг охиригача уларнинг ривожланишида фақатгина ижобий йўналишлар билан чекланганлиги таъкидланган.
Қайта қуриш даврида миллатлараро муносабатларнинг ёритилишида бир томонлама нуқтаи назардан чуқурроқ ва ҳар томонлама таҳлил қилишга ўтиш ҳам кўрсатиб берилган.
