IMPROVING THE METHODOLOGY FOR ASSESSING CADETS’ COMMUNICATIVE COMPETENCE IN HIGHER MILITARY EDUCATION BASED ON THE MCR-INDEX

The primary objective of this study is to develop the theoretical and methodological foundations for improving the methodology for assessing cadets’ communicative competence in higher military education based on the MCR-Index. The study aims to analyze existing scientific approaches to communicative competence assessment, identify the structural components of the MCR-Index methodology by considering the specific characteristics of military education, and establish a conceptual framework that ensures the objectivity, consistency, and efficiency of the assessment process.
The research employed a combination of systematic analysis, comparative analysis, the competency-based approach, pedagogical modeling, and content analysis of relevant scientific literature. The findings resulted in the development of a conceptual model of the MCR-Index, designed to provide a comprehensive assessment of communicative competence. In addition, scientifically grounded assessment criteria, indicators, and proficiency levels were established within the proposed methodology.
The proposed assessment framework standardizes the evaluation process, enhances the reliability and objectivity of assessment outcomes, and enables continuous monitoring of cadets’ communicative competence development. The findings contribute to the improvement of competency-based assessment systems in higher military education institutions, strengthen educational quality assurance mechanisms, and provide a theoretical and methodological foundation for the future development of an artificial intelligence–integrated real-time feedback system based on the MCR-Index.
