Abstract

The article compares two documents dated 22 August 1838: letter No. 1354 prepared for the ruler of Khiva and report No. 1353 addressed to Count K. V. Nesselrode. It examines the connection between the demand for the return of Russian captives and the recognition of Khivan diplomatic representatives. The proposed treatment of envoys as ordinary Khivan subjects made diplomatic status an instrument of political pressure. The external letter formulated conditions and restrictions, whereas the internal report justified the governor’s decisions and anticipated their effectiveness. The demand for the return of all captives explains why a partial return was not accepted as fulfilment of the stated condition. The analysis distinguishes official expectations from demonstrated outcomes and does not equate the documents’ terminology with modern diplomatic law. It identifies conditional communication and disputed representation as central features of this episode.
