In this article, the author analyzes the concepts of legal personality, legal capacity, legal capacity and state immunity from the point of view of civil liability, recognizing these concepts as important elements of legal liability, comprehensively presenting the views of scientists who conducted scientific research in this area, and his own, and expressing the hope that in the future, the civil liability of the state will also find its expression in the emerging field of digital law.
