This article analyzes the relevance of the evolutionary dynamics of the state political system in relation to personnel policy, which makes the need for and the formation of a reserve of professional personnel of high quality relevant. In particular, special attention is paid to the importance of forming a reserve of personnel in the system of internal affairs bodies capable of protecting the rights and freedoms of citizens and creating a strong security system that meets the requirements of the state and society, training them and appointing them to positions. It is also emphasized that in the system of state administration, it is an urgent task to select personnel with personal, business and professional qualities of employees and leaders of internal affairs bodies at all levels, to place them in a targeted manner and to systematically educate them in the spirit of unconditional fulfillment of their duty as "serving the interests of the people". It is noted that a number of problems remain in providing the civil service of internal affairs bodies with personnel, and the system of targeted recruitment of personnel has not been fully formed; a complete forecast of personnel needs and demand has not yet been fully formed; The low level of targeted training, retraining and advanced training of personnel, which is associated with a lack of professional motivation of employees, was studied. In order to solve these problems, proposals were developed on the need to fully implement the main tasks of the personnel policy of the internal affairs bodies
