AS A DANGEROUS FORM OF CORRUPTION - FAVORITISM AND NEPOTISM

Strengthening practical efforts to prevent corruption, favoritism, nepotism and conflicts of interest and creating an effective mechanism for their regulation is becoming an urgent task in the world. In studies conducted by national scientists, favoritism and nepotism as organizational phenomena have not been fully analyzed. In this regard, this article discusses the problem of nepotism and favoritism as the main problem of public service. The concepts of nepotism and favoritism as forms of corruption are analyzed, the spread of these phenomena in the conditions of a conflict of interests and the relationship between their determining factors are determined. As a result of the study, positive and negative aspects of the use of family ties and friendships were identified, depending on the extent of favoritism and nepotism. The connection of these events with the prevalence of conflicts of interest in the public service is considered. The author carefully analyzed the legal documents, norms and rules of European countries in the field of nepotism, favoritism, conflicts of interest. The legal and institutional aspects of impartial detection and investigation of nepotism and favoritism as a form of corruption are considered. Proposals have also been developed to prevent favoritism and nepotism.
