ADMINISTRATIVE AND LEGAL REGULATION OF PUBLIC ADMINISTRATION IN THE ROAD SECTOR OF THE REPUBLIC OF UZBEKISTAN

This article provides a comprehensive analysis of the administrative and legal regulation of public administration in the road sector of the Republic of Uzbekistan. The author highlights that road infrastructure serves as a strategic component of national economic development. Based on the analysis of the Laws “On Automobile Roads”, “On Administrative Procedures”, and “On Public–Private Partnership”, the paper examines the legal coherence and implementation challenges within the governance system. It discusses the institutional framework, division of powers, licensing and tender procedures, state supervision, and administrative liability mechanisms. The article also compares Uzbekistanʻs experience with that of Germany, France, and the Republic of Korea. Practical recommendations are proposed to improve administrative governance, including the introduction of digital monitoring systems, public participation, and harmonization of legislation. The findings contribute to the modernization of administrative law and the development of a “smart governance” model in Uzbekistan.
