SOME ISSUES OF CONDUCTING PUBLIC EXPERTISE BY NON-GOVERNMENTAL NON-COMMERCIAL ORGANIZATIONS AND OTHER INSTITUTIONS OF CIVIL SOCIETY

Some issues of conducting public expertise by non-governmental non-profit organizations and other civil society institutions are highlighted. The work legally substantiates the participation of state and non-governmental organizations as entities carrying out public examination of normative legal acts, ensuring the active participation of civil society institutions in the field of rule-making, issues related to the scientific and theoretical analysis of the examination of draft normative legal acts. Also, in the final part of the scientific work, a proposal is put forward on the need to establish a practice for agreeing on a draft regulatory legal act and a clear definition of the problem and ways to solve it at the stages of public discussion.
