O‘zbekiston jamiyatining yangilanishi sharoitida davlat organlari faoliyati samaradorligini oshirish bo‘yicha ko‘plab masalalar yuzaga kelmoqda. Shu nuqtai nazardan qaraganda, hozirda faoliyat yuritayotgan oliy ta’lim muassasalarining aksariyati hamon davlat tasarrufida ekanligini hisobga olib, oliy ta’lim muassasalari o’qituvchilarining faoliyati samaradorligini baholashning barqaror tizimini yaratish davlat organlari bilan bir qatorda ta’lim sohasiga ham tegishli ekanligini ta’kidlash zarur. Bu yondashuv O‘zbekiston milliy universitetlarining eng yuqori 1000 talikka kirishida ham muhim ahamiyatga ega. Shu bilan birga, professor-o’qituvchilar o‘z ish joylarida “yaratuvchanlik” bilan shug’ullanishi va samarali faoliyat yuritishlari uchun aniq va adolatli yo‘nalishlarni ta’minlovchi barqaror ko‘rsatkichlarni yaratish muhim ahamiyatga ega. Ushbu maqolada shu kabi masalalar muhokama qilingan.
