MODERNIZATION OF THE FUNCTIONS AND TASKS OF THE DIPLOMATIC SERVICE BODIES IN THE CONTEXT OF MODERN REFORMS OF DIPLOMATIC ACTIVITY AND ENSURING THE ASSESSMENT OF THE EFFECTIVENESS OF THE PROFESSIONAL ACTIVITY OF DIPLOMATS

The research conducted in this scientific article is devoted to the theoretical and legal substantiation
and analysis of the need to ensure the modernization of the functions and tasks of the diplomatic
service. At the same time, the ongoing reforms of diplomatic activity in Uzbekistan, as well as the
general trends in the development of diplomacy in the world, a new understanding of the tasks and
functions of diplomatic activity bodies are considered as the main direction of this argumentation. At
the same time, special attention in the scientific article is paid to such issues as preventing the risks
of corruption in the activities of diplomats, ensuring their anti-corruption security, analyzing the
features of their receiving gifts, issues of diplomatic protocol and etiquette, as well as ensuring an
assessment of the effectiveness of their work. The subject of the research article is scientific materials
and some provisions of international documents in the field of foreign relations of states. The purpose
of the study is to substantiate the need to carry out appropriate changes in the international framework
in the field of regulation of diplomatic activities, as well as to accelerate law-making developments
in these areas in Uzbekistan. The relevance of the study of the questions posed lies in their practical
value, as well as their focus on improving the professional work of diplomats in the form of separate
areas of tasks and functions. The formulation of the problems and issues highlighted in the scientific
article are based on the modern practice of diplomats carrying out their activities, and the need to
consolidate new international legal rules regarding diplomatic protocol, etiquette, evaluation of the
activities of diplomats and the application of certain rules regarding their receipt of gifts in the process
of performing their professional service . The research methodology consists of general scientific and
special methods of knowledge of the diplomatic service, in particular, the dialectical method, general,
content analysis, comparison, structuring, logical explanation. Special methods were construction,
modeling, forecasting, generalization and formulation of proposals. At the same time, the statement
about the need to consolidate the issues raised in international documents in the field of diplomatic
relations is substantiated. The results of the study were conclusions and proposals formulated based
on the results of an analysis of specifically identified current problems in the development of
diplomatic activity
