Sun’iy intellektni global darajada xalqaro-huquqiy tartibga solish bugungi kunda BMT tashkilotida ko‘rilayotgan asosiy masalalardan biri hisoblanadi. BMTning xalqaro huquq komissiyasi va BMT global ilmiy organ tomonidan xavflarini baholash va texnologik xavfsizlikni ta’minlashga e’tibor qaratib, sun’iy intellekt yordamida qarorlar qabul qilishda inson omilini saqlab qolish nazariyasi ilgari surilmoqda. Bugungi kunga qadar sun’iy intellektni universal (global) huquqiy tartibga soluvchi konvensiya qabul qilinmagan. Shunga qaramasdan, xalqaro huquq doirasida BMT Ustavi va xalqaro huquqning umume’tirof etilgan normalariga tayangan holda BMT rezolyutsiyalari, BMT“Kiberjinoyatchilikka qarshi kurash” to‘g‘risida konvensiya, “Kelajak uchun pakt”, “Global raqamli kelishuv” “Kelajak avlodlar deklaratsiyasi”, Yunesko va Iqtisodiy hamkorlik va taraqqiyot tashkiloti Tavsiyalari asosiy universal hujjatlar sifatida qaraladi. Texnologiyaning ta’siri natijasida xalqaro munosabatlarda xalqaro axborot xavfsizligi yangi soha sifatida shakllanib, hozirda axborot-kommunikatsion texnologiyalarining huquqiy tartibga solish, xalqaro standartlar va tamoyillarni ishlab chiqish masalasi xalqaro huquqshunoslar tomonidan ko‘rib chiqilmoqda. Ushbu maqolada axborot xavfsizligi sohasida sun’iy intellektni tartibga solishning universal va mintaqaviy modeli tahlil qilinadi va axborot xavfsizligi bo‘yicha normalarni o‘zida mujassamlashtirgan xalqaro standart qabul qilish takliflari ilgari suriladi.
