Ахборот соҳасини ривожлантириш, ахборот-коммуникатсия технологияларини кенг жорий этиш мамлакатимиз иқтисодиётини ривожлантириш, жамият ҳаётининг барча жабҳаларига замонавий технологияларни жорий этиш, ахборот жамиятини шакллантиришда муҳим аҳамият касб этмоқда. Ахборот муносабатларининг динамиклиги ва прогрессивлиги ахборот соҳасида шахс, жамият ва давлат ҳимоясини таъминлаш соҳасини қайта кўриб чиқиш ва такомиллаштиришнинг объектив заруратини англатади. Ахборот излаш ва ундан фойдаланиш эркинлиги тўғрисидаги конститутсиявий норманинг самарали фаолият кўрсатиши ва ҳаётга татбиқ этилиши, шубҳасиз, комплекс чора-тадбирлар кўришни тақозо этади. Бугунги кунда бутун дунёда ахборот хавфсизлиги тизимини тубдан қайта кўриб чиқиш, жумладан, кибержиноятчиликка қарши курашиш бўйича ахборот хавфсизлиги соҳасидаги давлат сиёсати асосларини шакллантириш зарурлиги ҳақидаги табиий савол туғилди.
